Whistleblower Protection & Prohibited Personnel Practices

Federal employees have the right to be free from prohibited personnel practices, including retaliation for whistleblowing. The Department is committed to making sure that all employees are aware of their rights as well as the safeguards that are in place to protect them. Employees may make lawful disclosures to anyone, including, for example, management officials, the Inspector General, and/or the U.S. Office of Special Counsel (OSC), which is an independent agency that protects Federal employees from prohibited personnel practices and provides an independent, secure channel for disclosing and resolving wrongdoing in Federal agencies.

The Whistleblower Protection Act of 1989 and the Whistleblower Protection Enhancement Act of 2012 provide the right for all covered Federal employees to make whistleblower disclosures and to ensure employees are protected from whistleblower retaliation. The Dr. Chris Kirkpatrick Whistleblower Protection Act of 2017 and OSC’s Reauthorization Act of 2017 further enhance and reinforce these rights and protections. As of February 2024 Office of Personnel Management (OPM) which manages Employee Express website has identified that the Employee Express does NOT utilize phone for employees to report issues or request assistance. If you need assistance using Employee Express, use the Submit Help Request link in the upper right corner of Employee Express login page. There is NO customer service phone number in use for Employee Express.

If you think you have personal information to a scammer, go to http://www.identitytheft.gov for steps to take to protect your identity and notify your financial institutions to protect your accounts.

The Bureau of Indian Education has established a Office of Workers' Compensation Programs (OWCP) section at the Human Resources Office in Albuquerque, NM. New Requirement with Federal Employees Health Benefits (FEHB) for Family Member Verification

Office of Personnel Management has updated requirements for validating family members covered under the Federal Employees Health Benefits program and employees are required to provide documentation such as birth certificates, marriage certificates, etc.
 
Agencies are now required to provide an annual notice to employees regarding those requirements and the required action to work with Human Resources to remove ineligible family members immediately.
 

Family Member Verification Annual Notice – FEHB Program 

Federal law prescribes which family members may be covered under an employee’s Federal Employees Health Benefits (FEHB) Program plan. This annual notification from OPM and DOI-Bureau of Indian Education (as employing agency) requires employees to review eligibility rules and verify that family members are eligible to be covered under an employee’s plan. Please carefully review the following eligibility information (also available in the Family Members section of the FEHB Handbook) and ensure that all family members are eligible to be covered.
