Appointments with BIE
Indian Preference is preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian preference. Consideration will be given to non-Indian applicants (status or reinstatement eligibles) in the absence of qualified Indian Preference eligibles.
Types of Appointments
BIE fills many different types of positions. The first distinction is Education Personnel System (Title 25) and Competitive Service Positions (Title 5). The term “Title” is in reference to the Code of Federal Regulations (CFR) Title 25 or Title 5.
Title 25 positions are Education Personnel System positions that have contract employment. Contracts can be Year Long, School Year, Short Term, or Emergency.
- Example: A teacher is on a School Year contract and works during the school year which is normally August thru May.
- Example: A Principal may be on Year Long contract and works year round.
These are Competitive Service positions and hiring authority is Excepted Hiring Authority that limits the capability of achieving competitive status or career tenure.

Pay Information
BIE uses two types of pay schedules. Depending on the position, the incumbent will either be paid an hourly rate or an annual rate. This will be reflected on the announcement for a vacant position or on the current Notification of Personnel Action (SF-50) for current employees.
Positions in the Educational Personnel System may have their pay set off level of education, experience, and longevity. The level of pay will be determined by the position and maybe the incumbent’s level of education.
- Example: A Teaching position’s pay level can be set between levels 11 and 17. The determination of the level will be based off the official educational documentation provided by the incumbent to the BIE HR Office.
Positions in the Education Personnel System may have their pay increased by increments of pay.
- Example: An applicant has three years of creditable experience and is placed at the third increment when they start the position.
Positions in the Competitive Services must follow the pay setting rules as outlined in title 5 of the Code of Federal Regulations.

Once you are selected for a position within BIE, you will be contacted by either the Human Resources Office or the Business Manager/Business Technician responsible for your new position. They will provide information regarding your new employee orientation and benefits you may be entitled to. Other Benefits within BIE Employment
Time Off: There are different types of paid time of employees within BIE.
For Education Personnel System position, you may be able to received Vacation/Personal leave as well as sick leave.
For Competitive Service positions, you may be eligible for Vacation/Annual leave as well as sick leave.
Relocation Service: BIE may choose to pay all or a portion of your relocation expenses. Check the Vacancy Announcement that you are applying to. It will contain information on whether the Agency is offering Relocation Assistance for that particular recruitment effort. Relocation Assistance is not a mandatory recruitment tool, and is only used in certain situations.
Student Loan Repayment Program: BIE may choose to pay all or a portion of your remaining student loan balances. Check the Vacancy Announcement that you are applying to. It will contain information on whether the Agency is offering Student Loan Repayment assistance for that particular recruitment effort. Student Loan Repayment Program is not a mandatory recruitment tool, and is only used in certain situations.
Recruitment Incentives and Staffing Differentials: BIE may choose to give you a temporary increase your rate of pay, as an incentive to have you fill a difficult to fill position. Check the Vacancy Announcement that you are applying to. It will contain information on whether the Agency is offering a Recruitment Incentive or Staffing Differential for that particular recruitment effort. Recruitment Incentives and Staffing Differentials are not a mandatory recruitment tool, and are only used in certain situations.
Government Quarters: At some BIE locations, government quarters are available to BIE staff. Check the Vacancy Announcement that you are applying to. It will contain information on whether the Agency is offering Government Quarters for that particular recruitment effort.
