STATEMENT OF DUTIES:
Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.
The incumbent will provide school-wide Counseling Psychology services in a boarding school setting as part of a Student Support team that includes School Counselors, Counselors, Therapists, and Social Workers. Incumbent will use a broad range of culturally-informed and culturally-sensitive practices to help students improve their well-being, prevent and alleviate distress and maladjustment, resolve crisis and increase their ability to function better in their lives. Incumbent will maintain an on-going professional and collaborative relationship with staff, parents, guardians, appropriate agencies, professional organizations, Tribal, State, County and other Federal Social and Health Service agencies including appropriate communication.
Level 05:
• The incumbent will provide direct and indirect Counseling Psychologist services to individuals and groups of students. The incumbent will support students in managing emotions and applying interpersonal skills in a boarding school setting by Providing therapy, guidance and support to help them cope with emotional, social and other challenges that includes culturally-inclusive practices and social emotional learning. The incumbent will have knowledge of a range of therapeutic techniques and approaches to help students explore their thoughts, emotions and behaviors. The incumbent will utilize strong observational skills and attention to detail to diagnose psychological, emotional or behavioral disorders developing and implementing treatment plans to help student achieve their goals and focus on healthy aspects and strengths of the students. These plans include collaborating with other mental health professionals, health care providers and institutions to provide comprehensive care for students in a boarding school setting. Develops a strong relationship with students, therapeutic rapport, to help them understand the underlying dynamics of problems in their lives, identify coping strategies, set goals and create an action plan to meet them, so they can respond and heal.
• Incumbent will analyze data to make informed decisions. The incumbent will be able to coordinate, deliver, and assess the school-wide counseling program and services in a confidential manner. The incumbent will refer students to appropriate services for long-term care and support.
• The incumbent will be familiar with a variety of best practices within School Counselors, Licensed Professional Counselors, Clinical Mental Health Counseling, and Certified Alcohol Drug Counselors.
Level 06:

• In addition, provides psychological services to clients/students presenting many combinations of emotional, physical, education, vocation and substance abuse problems. Manages students requiring special rehabilitation techniques and resources especially those who have a long history of chronic mental disability including substance abuse and inability to adjust to educational, social and occupational requirements. Participates in training of psychology graduate students as required or requested. May be required to oversee the work of a lower grade school counselor or social worker.

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:
Level 05:
Education - Master's or higher degree at an accredited university; and,
Experience - One (1) year related work experience
Level 06:
Education - Doctor of Philosophy (Ph. D) or higher degree at an accredited university; and,
Experience - Three (3) year related work experience.
CONDITIONS OF EMPLOYMENT:
• Must be able to obtain and maintain a background clearance.
• Must obtain and maintain a valid state issued driver’s license.
PHYSICAL REQUIREMENTS:
Good distance vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted. Ability to hear the conversational voice, with or without a hearing aid, is required; except that some positions may be suitable for persons who are blind or deaf. In most instances, an amputation of arm, hand, leg or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis. In addition, applicants must possess emotional and mental stability.
