STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

The Facility Manager will supervise and administer the School Facilities programs and activities in support of the Education Resource Center and the schools within the boundaries of the Center. This includes facilities operations, maintenance, repair and new construction.

• Serves as facilities management advisor to Education management and program officials on all matters pertaining to Facility Management, provides expert advice in the development of long-range plans and programs to assure the availability and adequacy of plant facilities required for the program carried out by the Bureau within the incumbent's area of responsibility. This includes determination of the feasibility of proposed new construction, improvement, and repairs involving modernization of old facilities, converting existing facilities to serve different purposes, community development, etc.
• Plans, implements, supervises, and coordinates the execution of integrated; sound, effective Facility Management programs encompassing operation, maintenance, repairs, improvement and custodial services for approximately 464 individual buildings, totaling approximately 1,679,021 square feet with associated grounds and utility systems within the incumbent's jurisdiction which includes 22 installations located in an area comprising approximately 52,000 square miles. Facilities are 50+ years of age to new which include classroom buildings, dormitories, administration buildings, offices, quarters, shops, garages, lookout towers, etc., Utility systems and facilities include, but are not limited to water, oil, and gas distribution systems, central heating plants, sewage disposal systems, water pumping and purification facilities, electrical distribution systems, elevated water storage tanks, water wells, etc.
• Serves as Grant Officer's Technical Representative (GOTR) in overseeing grant schools facility operations and maintenance program, Quarters Program and all Minor Improvements and Repair (Ml&R), Facilities Improvement and Repair (Fl&R) replacement school construction, Health, Safety reporting, continuity of Operation Plans, AHERA Management Plans, Safe Water Act Chlorination reporting, Energy Conservation reporting, Environmental Compliance for Underground Storage Tanks (UST), Above Ground Storage Tanks (AST), radon gas testing, facilities use changes, IA-Indian Affairs-Facilities Management System, commonly known as MAXIMO.
• Reviews, analyzes and evaluates costs involved in the maintenance and operation of plans and, provides the various services required. Assures continuous, comprehensive training plans designed to achieve greater utilization of manpower and materials are carried out. Determines which work should best be undertaken by contract and which by force account, utilizing a thorough knowledge of construction standards, specifications, policies, and practices gained through supervised training and/or experience in the fields. Prepares and supervises the preparation of plans and specifications for projects designed to accomplish the above. As required, assists subordinates and others in developing basic requirements for contracts developed for the purchase, sale of disposal of utilities, etc.
• Responsible for handling all matters relating to contract administration for which School Facilities is responsible for, provides technical advice and guidance in the administration of such contracts, making recommendations to managers and program officials required to assure conformity to regulations. This includes reviewing and recommending approval of partial payment estimates, proposals for change orders, addendum or other contract modification or adjustments. Assists the Contracting Officer's Representative in the preparation to fact-findings· on disputes with the Contractor involving technical aspects of contracts and recommends action thereon.
• Supervises the conduct of inspection of plant facilities throughout the Education Resource Center to determine the extent of compliance with program policy standards and prescribed procedures. Based on these inspections and discussions with the operations personnel, makes evaluations of work in program and projects. Devises and supervises the implementation of remedial action as required to eliminate causes of delay of inefficiency, which may include changes in maintenance practices and procedures. Determines that buildings maintenance and utility operation are coordinated with other activities or providing facilities and services adequate for the needs of their program. Requests the services of Navajo Regional Facility Management engineers and staff when beyond the capabilities/expertise of the Education Resource Center, School Facilities.

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

• Bachelor’s degree (related field)
• 2 years (related) experience equivalent to level 04
OR
• Associate degree or 60-college semester hours (related field)
• 8 years (specialized) experience equivalent to level 04

• High School or GED
• 12 years (specialized) experience equivalent to level 04

Specialized experience is typically gained in a line of work that is related to the work of the position to be filled, or in the same specific program area with which the position is concerned or in a closely related kind of program. Examples of qualifying specialized experience include: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other installations, including maintenance activities, and developing preventive maintenance programs. (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of facility management projects, directing actual work operations, and maintaining appropriate contacts with the organizations funding the project.


CONDITIONS OF EMPLOYMENT:

• Must be able to obtain and maintain a background clearance.
• Must obtain and maintain a valid state issued driver’s license.


PHYSICAL REQUIREMENTS:

• Good distant vision and ability to read printed material the size of typewritten characters.
• Ability to hear the conversational voice with/without a hearing aid.
• Must have mental and emotional stability.
