STATEMENT OF DUTIES:
Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

The Business Technician may be assigned to work in any department. The position is supervised by the Department Head or designee where assigned. The incumbent works with the other Business Technicians to ensure consistent Administrative support for the all departments. In addition, acts as back up for various technical functions within the Department.
Business Tech responsibilities include scheduling, planning and preparing required spaces and materials for meetings. Incumbent must be knowledgeable of General Services Administration regulations, Federal Acquisitions Regulations including the Federal Supply Schedules, DOI and BIA directives, and local agency policy and procedures governing all phases of the acquisitions and travel process to insure complete federal fiscal compliance. Incumbent prepares and reviews procurement documents and forwards on to Procurement office for processing. Tracks required procurements and problem solves issues that may arise.
Serves as the Timekeeper for Administrators/Department Heads in all departments, entering all time into Quicktime. Maintains contact between other Business Technicians to correct pay discrepancies, assists with audits and resolves timekeeping errors. Reviews and validates all Administrators timesheets on a bi-weekly basis and ensures all leave requests and overtime requests are approved with all required signatures, coded and maintained on file to assist the Business Manager.
Advises certifier of necessary reporting procedures and changes. Assists certifier on unique or complex procedures, checking all timesheets for accuracy prior to releasing to payroll office; answers inquiries regarding deductions or discrepancies in payroll data. Provides training to all new certifiers in the payroll software.
Incumbent supports the Department Head by responding to routine questions within all functional areas of the business office within the scope of the position. Composes and prepares routine correspondence. Assists with reorganization or projects, actions, and financial reports as needed. Gathers, reviews, consolidate and in some instances prepares required paperwork associated with a variety of actions, ranging in difficulty from routine to complex in nature. Secures necessary information and resolves discrepancies on actions with organizational contacts. In performance of duties, the incumbent performs office automation duties, using such software applications as electronic mail, desktop publishing, calendar, spreadsheet, database, and/or graphics.
Incumbent will be responsible for processing of travel approvals, Overtime/Compensatory time or other necessary forms. Business Tech will serve as a backup for departmental Clerks and Business Techs in planning departmental travel as needed. Incumbent will plan, schedule and process all travel and required reimbursements in accordance with all DOI, BIA and BIE policies and Federal Regulations.
Incumbent may be responsible for arranging and coordinating student travel for approximately 300-400 students for inbound and outbound travel, including chaperones. Incumbent may also be responsible for scheduling student off campus appointments, arranging for transportation to and from the appointment, and serving as a chaperone and driver.
Incumbent may be required to operate the student bank, supervise student workers and student enterprise areas including the student center, student store, snack bar and coffee bar monitoring of all student workers and processing pay. Monitoring daily operations which includes fiscal oversight, making deposits and maintaining cash on hand. Using accounting software for account management and transaction tracking including Quicken, Quickbooks or other similar accounting software.
Provides upon request, financial data, and status reports. Maintains accurate and current program planning budget and financial instructional memoranda. Provides periodic reports to school departments and the local School Board on status of obligations, lapsed funds, and used projections.
Prepares and/or receives a variety of obligation/action documents including requisitions, purchase orders, travel authorizations, vouchers, requests for training, and other fiscal documents for the supervisor’s approval. Documents are checked for approval of project funding, correct coding, correct vendor address, mathematical accuracy, and compliance with regulations and established procedures before routing for approval.
Prepares and maintains accounts payable records, reports, files, and financial statements, as required. Ensures compliance with established policies, procedures, and bureau regulations s regarding financial matters.
Keeps staff informed of pending commitments, scheduled actions, and progress of assigned projects.
The incumbent compiles and prepares a variety of required monthly, quarterly, annual, and special activity reports.
Receives requests for information on status of actions or resources. Answers these requests when the information is available from the records and is authorized for release, otherwise, refers requests to supervisor or appropriate staff member.
Incumbent provides basic office support for the Business Office including sorting of daily mail, switchboard phone operator, maintaining supplies and processing required paperwork for the department as requested by the Business Manager. Incumbent will perform typing, filing and miscellaneous office work as directed by Business Manager and/or School Supervisor.ull from PD narrative no more than the 6 major duties.

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:
Associates' Degree or 60 college semester hours in related field; PLUS one (1) year of related experience
OR
High School diploma or GED; PLUS three (3) years of related experience.
Related experience includes level work such as that equivalent to a level 01 or GS-03 level of difficulty in a technical area. Representative technical areas could include bookkeeper, budget clerk, financial clerk, purchasing clerk, human resources clerk or other similar clerical administrative support functions.
CONDITIONS OF EMPLOYMENT:
The incumbent is required to operate a US Government-owned or leased motor vehicle in the performance of assigned duties.
Must possess a valid State Driver's license and must be maintained as a condition of employment; failure to do may result in removal from the position.
The incumbent is subject to background investigations.
Background investigation Required: Incumbent must undergo a comprehensive background investigation which includes, but is not limited to, contact with all references, employers, co-workers, personal associates and a review of driving record, credit history, criminal history, and military service.
Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters is required, glasses permitted.
Ability to hear the conversational voice, with or without a hearing aid, is required; except that some positions may be suitable for persons who are blind or deaf.
In most instances, an amputation of arm, hand, leg or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis.
