STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). RESPONSIBILITIES:

The purpose of this position is to serve as Parent Educator for the Home-Based component of Family and Child Education (FACE) program serving families of prenatal to 5-year-old children. The program provides research­ based information on how children grow and develop and supports parents on how to foster learning and nurture developments in the role as their child's first teacher.

Major Duties and Responsibilities:
Plans with program coordinator, strategies for recruiting families to participate in FACE program. Makes home visits to implement the Born to Learn curriculum and age-appropriate activities. Assists parents in implementing activities that promote the social, emotional, physical, and cognitive growth of children; ages 0-5. Monitors home environments. to ensure that these provide developmentally appropriate learning experiences specific to the home type. Recommends age-appropriate books, equipment, toys, and games. Recognizes behavior and/or development of children deviating from the norms. Identifies family strengths on each visit.

Screens each child enrolled in FACE program using prescribed assessment tools, including PAT Health Questionnaire, hearing and vision functional assessments, direct observation on site, PAT Milestones, and Ages and Stages Questionnaire. Uses paraprofessional knowledge of early detection of delayed development to make referrals to appropriate diagnostic and/or treatment processes. Such assessments are also for the purpose of correcting problems early. Collaborates with other appropriate agencies/programs.

--Acts as parent/child advocate. Functions as part of a collaborative transition team to facilitate transition from infant/toddler to preschool or other appropriate programs.
--Serves as educational advisor and resource person to parents. Takes initiative to research materials and community resources needed to address parental needs, concerns, and/or questions. Arranges for or conducts canned parenting sessions concerning age-appropriate topics.
--Conducts or facilitates monthly meetings for families participating in FACE program. Arranges for speakers on various parenting/child related topics for these meetings.
--Works as member of FACE team: recruiting, advertising, visiting families, writing newsletter articles, etc. to publicize program and encourage participation.
--Collects and maintains statistical data for planning and reporting purposes in accordance with FACE program requirements. Prepares various reports needed to maintain PAT certification and signed assurances.
--Attends all required training provided by the BIE for FACE staff.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Combination of the following education and experience is the minimum qualifications:

Level 02: Obtained an Associate Degree (or higher) OR completed 60 hours of study from an institution of higher education, plus 1 year of experience.

Experience should be in the same line of work or one which is basically similar to the education position to which being placed.

SUBSTITUTION: Bachelor's degree in Education or equivalent degree meets basic requirements for the position.


CONDITIONS OF EMPLOYMENT:

Position requires operation of a motor vehicle in performance of work, a valid State Driver's license is required.

May involve transporting of students or conducting other assigned official business throughout the district.

A valid State Driver's license must be maintained as a condition of employment, failure to do so may result in removal from the position.

PHYSICAL REQUIREMENTS:

Good distant vision in one eye and ability to printed material the size of typewritten characters without strain is required, glasses permitted.

The ability to hear the conversational voice, with or without a hearing aid, is required. In most instance, an amputation of arm, hand or leg will not disqualify an applicant for appointment, although it may be necessary that this condition be able to be compensated with the use of satisfactory prothesis. Incumbent must possess emotional and mental stability.

The position requires normal physical activity with the work, field travel, and attendance at meetings/conferences away from the duty station.

May require extensive walking up and down stairs and must be able to negotiate uncommon terrain when necessary.

The work will be done in various settings that may include, but would not be limited to the community, the school, student's residences, Tribal offices, and other sites. Some homes are located on isolated areas with unpaved roads. Incumbent is exposed to varying weather conditions and geography.

Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.   • Applicant is subject to a favorable background investigation. This is a Non-Critical Low Risk Position subject to a favorable adjudicated background investigation. 

The Investigative Process for Public Trust Positions: Background investigations for public trust positions are conducted to gather information to determine whether applicants are reliable, trustworthy, of good conduct and character, and loyal to the U.S. The information that provided on the Questionnaire for Public Trust Positions (SF-85P) and the Declaration for Federal Employment (OF 306) may be confirmed during the investigation. The investigation may extend beyond the time covered by this form, when necessary to resolve issues. 

The applicant's current employer may be contacted as part of the investigation, although the applicant may have previously indicated on applications or other forms that the applicant did not want the current employer to be contacted. If the applicant has a security freeze on their consumer or credit report file, then the agency may not be able to complete the investigation, which can adversely affect the applicant's eligibility for a public trust position or the ability to obtain Federal or contract employment. To avoid such delays, the applicant must request that the consumer reporting agencies lift the freeze in these instances.
In addition to the questions on the SF-85P, inquiry also is made about the applicant's adherence to security requirements, the applicant honesty and integrity, falsification, misrepresentation, and any other behavior, activities, or associations that tend to demonstrate a person is not reliable, trustworthy, or loyal.

After a suitability /fitness determination is made, the applicant may also be subject to continuous vetting which may include periodic reinvestigations to ensure the employee is continuing suitability for employment.
