STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). RESPONSIBILITIES:

The incumbent performs a variety of sub-journeyman level trade work related to the operation and maintenance, and repair of school buildings, utilities, and related structures. The projects typically requires the knowledge and skill in three or more of the following trades:

1) Electrical: performs routine inspections of electrical and mechanical equipment. Performs minor repairs, adjustments and replacement of basic electrical equipment including light fixtures, outlets, switches, circuit breakers, wiring, etc. Performs helper duties to journeyman in major repair work. Measures, cuts, and bends such items as conduit and wire to specified lengths and angels. Reads and follows basic wiring diagrams. uses hand tools and test equipment such as screwdrivers, pliers, wire cutter, soldering iron, test lamps and ammeters.
2) Plumbing: Installs and/or makes plumbing maintenance repairs to toilets, showers, drinking fountains, hydrants, valves, faucets, fixtures, water lines, sewer lines, etc. Typically requires disconnecting, draining, replacing and reconnecting water pipes; removing, cleaning, replacing, packing and sealing defective parts, etc. Measures, cuts, bends, and thread pipe and caulks and seals such things as elbows, union joints, faucets, drains, etc.
3) Carpentry: Constructs wooden frames for concrete. Maintains and repairs roofs, walls, floors, steps, doors, windows, picnic tables, etc. Replaces broken or defective hardware. Replaces window glass and screening. Uses tapes, rulers, levels, hammers, handsaws, planes and electric or pneumatic powers tools such as saws, drills, sanders, jointers, routers, nailer, staplers, etc.
4) Welding: Utilizes electric resistance and manual gas welding processes to perform routine repair of equipment and other miscellaneous welding work. Welding equipment includes welders and gas torch welders. Determines and utilizes appropriate welding techniques and equipment to join a variety of metals.
5) Heating Equipment: Makes minor repairs to a variety of heating units and systems. These include oil and gas burning units, low-pressure hot water, seam boilers and other equipment or similar complexity. Observes and tests heating units and systems in case of malfunction to trace and locate defects to determine the extent and type of repairs necessary. Replaces fixtures such as safety devices, thermostats, heating elements, overload switches, heater strips and magnetic coils. Services units by cleaning heat exchanges, filters, strainers, ignitions, electrodes and adjusting dampers.
6) Paints interior and exterior of buildings, playground equipment and other related facilities. Prepares surfaces by sanding, scraping and brushing and assures protection of surrounding areas.

Other duties may include loading/unloading vehicles, assuring hauling capacity not exceeded and assuring cargo is protected from weather and secured. Completes trip tickets and preventive maintenance service records for government-owned vehicle. Performs prescribed minor vehicle preventive maintenance.

May perform a range of ground work when assigned -- mowing, weed control, planting. Removes snow and shovels and salts all areas of school for safety. Utilize commercial lawn mowers, weed eater, and heavy equipment for snow removal and other ground projects.

As necessary, may perform full range of cleaning assignments as needed -- offices, classrooms, storerooms, corridors, stairways and other assigned areas. May assist with moving heavy furniture, supplies and equipment. Maintains, adjusts, cleans and oils machinery and equipment used.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

High School or GED diploma required.

Applicants at this level must have a minimum of one year's experience in general maintenance or related work, demonstrating skill in at least three skill/craft areas. All applicants must demonstrate the ability to follow written and oral instructions.


CONDITIONS OF EMPLOYMENT:

A valid State Driver's license is a prerequisite, if the position requires operation of a motor vehicle in performance of work. The work requires extensive driving between work sites throughout the geographic area of the Office and School. A valid State Driver's license must be maintained as a condition of employment; failure to do so may result in removal from the position.

An annual physical examination is required. Incumbents may be required to wear personal protective equipment as necessary.

PHYSICAL REQUIREMENTS:

Incumbents of these position must be able to lift over 50 pounds and be in excellent physical condition. Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted. Ability to hear the conversation voice, with or without a hearing aid, is required. Must have mental and emotional stability.

Occasionally, incumbents may be required to travel for training purpose or attendance at meetings from the duty station.

The investigation may extend beyond the time covered by this form, when necessary to resolve issues. 

The applicant's current employer may be contacted as part of the investigation, although the applicant may have previously indicated on applications or other forms that the applicant did not want the current employer to be contacted. If the applicant has a security freeze on their consumer or credit report file, then the agency may not be able to complete the investigation, which can adversely affect the applicant's eligibility for a public trust position or the ability to obtain Federal or contract employment. To avoid such delays, the applicant must request that the consumer reporting agencies lift the freeze in these instances.
In addition to the questions on the SF-85P, inquiry also is made about the applicant's adherence to security requirements, the applicant honesty and integrity, falsification, misrepresentation, and any other behavior, activities, or associations that tend to demonstrate a person is not reliable, trustworthy, or loyal.

After a suitability /fitness determination is made, the applicant may also be subject to continuous vetting which may include periodic reinvestigations to ensure the employee is continuing suitability for employment.
