STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. RESPONSIBILITIES:

Coordinates the student enrollment process which involves up to approximately 850 students. Provides initial evaluations of applications, determining student academic qualifications. Counsels students who have been accepted and cooperates with their Agencies on travel details and preparatory arrangements for arrivals. In the process, may administer funds set aside for student travel and adjudicate validity of requests.

Develops and maintains records, e.g., transcripts, counseling reports and correspondence pertinent to each student, interpreting them for school use and developing data for statistical reporting. Coordinates the collection of data from the several departments, achieving a central comprehensive history of each student.

Utilizes these records in providing materials an information to parents, Indian agencies, education analysts, transcripts for other schools, training centers and employment offices, as well as to the faculty for counseling and other services required by individual students. Records may include by is not limited to transcripts, counseling reports and correspondence on behalf of student. Responsible for enforcing requirements of 25C FR 43.2-23 and the Privacy Act) regarding student records.

Attends and participates in school staff meetings for the purpose of providing current information and correlating admissions and rejections of students with the several departments.

Coordinates the student enrollment process involving students and parents.

Develops and maintains records and reports to support Count Week and ISEP Program documents, transportation records, applications, verification of Indian Blood quantum, daily enrollment and attendance records and other forms included in the audit. Is responsible for providing all documentation and files for examination during the audit.

Develops and maintains daily attendance/enrollment records for use by school staff, agency and Bureau staff and the State Department of Education. Reports on regular assigned dates/intervals to appropriate Education Program Administrator, BIE, and the State Department of Education regarding enrollment figures.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Level 02 –High School or GED Diploma PLUS three years of experience.

Experience must be in an area of recordkeeping and related functions


CONDITIONS OF EMPLOYMENT:

As an incidental duty, may be required to operate a Government-owned or leased motor vehicle in the performance of duties.

PHYSICAL REQUIREMENTS:

Most of the work is sedentary in nature. Some lifting of boxes may be necessary. Some overtime work may be necessary when demands of the work and deadlines need to be met.

Good distant vision in one eye and ability to printed material the size of typewritten characters without strain is required, glasses permitted.

The ability to hear the conversational voice, with or without a hearing aid, is required.

In most instance, an amputation of arm, hand or leg will not disqualify an applicant for appointment, although it may be necessary that this condition be able to be compensated with the use of satisfactory prothesis.

Incumbent must possess emotional and mental stability.

The position requires normal physical activity with the work, field travel, and attendance at meetings/conferences away from the duty station.

The investigation may extend beyond the time covered by this form, when necessary to resolve issues.

In addition to the questions on the SF-85P, inquiry also is made about the applicant's adherence to security requirements, the applicant honesty and integrity, falsification, misrepresentation, and any other behavior, activities, or associations that tend to demonstrate a person is not reliable, trustworthy, or loyal.

After a suitability /fitness determination is made, the applicant may also be subject to continuous vetting which may include periodic reinvestigations to ensure the employee is continuing suitability for employment.
