STATEMENT OF DUTIES:

Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience. Incumbent will support the Bureau of Indian Education’s mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe’s need for cultural and economic well-being. In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community. To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.

INDIAN PREFERENCE POLICY:

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. RESPONSIBILITIES:

Level 04: This position is the journeyman level for school nurses requiring full professional knowledge of nursing. Incumbent independently plans, schedules, and provides normal nursing care to students.

Level 05: Incumbent is self-directed and has considerable independence and latitude to establish and/or develop procedures, practices and approaches. Incumbent independently plans, schedules, and provides above average nursing care to students.

A physician is available by telephone at local Indian Health Service medical facility to provide assistance and guidance on unusual cases. All serious and critical cases are referred to a physician and other appropriate health professionals. Work is reviewed for effectiveness of operations and in meeting requirements.

Assists school health committee in establishing and maintaining a comprehensive health program for students.
Participates in work of health curriculum committee and serves as a resources to academic health instructors.
Provides diagnostic and treatment services that do not require the level of services consistent with those of a Medical Doctor or Physician’s Assistant.
Provides communicable disease or illness prevention through the provision of therapeutic services, counseling, education and advocacy.
Identifies immediate and long-term health needs of individual students.
Assesses currently health status, health practices and environment of the student.
Reports to parents, school personnel, physicians, clinics and other required agencies on student health matters.
Conducts and maintains up-to-date cumulative health records on all students, including but not limited to immunizations, physical examinations, sight/hearing testing, clinic appointments, and medical distribution sheets.
Administer medications and monitor delegated medication administration for students.
Assumes authority, in absences of a supervisor, for the care of a student or staff member that has suffered an injury or emergency illness.
Administers first aid in accordance with established first aid procedures.
In coordination with IHS (Indian Health Service), conducts the process and outcome evaluations of the implementation of school health education program at all grade level.

SUMMARY OF QUALIFICATIONS REQUIRED:

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:

Level 04
Bachelor's Degree with License AND 1 year of experience
OR
Master's Degree with License

Level 05
Bachelor's Degree with License AND two (2) years of experience
OR
Master's Degree with License AND one (1) year of experience
OR
Doctoral Degree with License

Requires degree or diploma from a practical nursing program for practical nurses or professional nursing program for registered nurses approved by the legally designated State-accrediting agency at the time the program was completed by applicant.

Licensure Requirement for Registered Nurses
Applicants must have a current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Applicant who has graduated from an approved nursing educational program within the past twelve (12) months may be appointed pending State registration as a professional nurse within six (6) months of appointment.
(NO person appointed pending registration may be retained beyond 6 months, or promoted, if registration has NOT been attained.)


CONDITIONS OF EMPLOYMENT:

• Must be able to obtain and maintain a background clearance.
• Must obtain and maintain a valid state driver’s license.
• Must obtain and maintain state issued Nursing license/certificate.

PHYSICAL REQUIREMENTS:

The School Nurse is to be physically active while conducting various administrative or residential functions. Specific duties involve providing health care to students referred by subordinates. ·

The work requires frequent monitoring of work and activities in the residence halls and the campus on a 24-hour basis. Extensive walking to various locations on the school campus is required. In addition, incumbent must have mental and emotional stability.

Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters is required, glasses permitted.

Ability to hear the conversational voice, with or without a hearing aid, is required; except that some positions may be suitable for persons who are blind or deaf.

In most instances, an amputation of arm, hand, leg or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis.
